Penjana Kerjaya Hiring Incentive Program (HIP) 101

Do you know about PENJANA and more specifically Penjana Kerjaya Hiring Incentive Program (HIP)?

Introduced by ex-Prime Minister Tan Sri Muhyiddin Yassin as part of the National Economic Recovery Plan (PENJANA) on June 5th ,2020, HIP was introduced to combat the rising numbers of retrenchment, due to the Covid-19 pandemic.

HIP aims to guide those fresh graduates, job seekers and retrenched individuals to further upskill and reskill themselves and even help them get employed using assisted job search.

Among the programs under HIP are: –

PROGRAM SUBSIDI UPAH (PSU)

With an allocation of RM 5 billion, the aim of this program is to assist employers to pay their employees wages during the crisis.

With this program, rather than laying off their employees to save money, employers will be able to keep their employees, even if their company is at a loss.

Unfortunately, according to the official PERKESO website, PSU 5.0 (that will begin in March 2022) will only be made available to employers in the tourism sector.

PROGRAM INSENTIF PENGAMBILAN PEKERJA DAN BANTUAN LATIHAN

With an allocation of RM 1.5 billion, this program provides various incentives, including incentives for the upskilling of workers and unemployed persons, incentive to hire employees and displacement incentives.

Under this program, fresh graduates will receive RM600 a month if they join the reskilling training, 40 years and younger will receive RM800 a month and 40 years or older along with OKU will receive RM1000 a month.

PROGRAM KEMAHIRAN DAN PENINGKATAN KEMAHIRAN

This program has prepared funds over RM 250 million to fund training programs and placement programs. In addition, this program also funds upskilling trainings, in a partnership with Human Resources Development Sdn Bhd (HRDCorp).

PERLINDUNGAN SOSIAL DAN LATIHAN BAGI PEKERJA EKONOMI GIG

With an allocation of over RM50 million, this program aims to assist workers in the gig economy. Gig economy refers to temporary, flexible jobs, for example free lancers or independent contractors.

The most recent “version” of this program is the SIP Gig PERKESO program 2022. It aims to assist individuals who have been fired, unemployed for more than 60 days, etc, by providing them monetary aid in the form of RM600-800 per month.

INSENTIF PENGATURAN KERJA FLEKSIBEL

This incentive encourages workers to work from home by preparing assistance to employers and workers alike. This assistance, generally, comes in the form of monetary aid, but there are several other options.

It’s amazing to see how much aid is provided to the unemployed, employed and employers in this time of crises.

With that in mind, if you find yourself laid off, just know that there are several programs, aside from EIS that is available to assist you during your unemployment. So don’t worry!

With the ongoing debate on whether to raise the minimum wage reaching a peak…general workers’ rights in Malaysia has become debatable.
